Who We Are Safe Animal Shelter became Clay County’s first no-kill shelter in 1991 to provide housing for more homeless pets in the community until they could find a forever home. We measure our success by maximizing the number of loving families who adopt pets from us. We continue to strive toward the goal of a no-kill community and state through adoption, pet retention, rescue partnerships, and medical services. We encourage and promote spaying and neutering as the only effective approach to reducing the pet overpopulation problem. In compliance with state law and as a matter of principle, we spay and neuter all pets prior to adoption.
